Winning a tender is not everything – the obligations entered into must be properly discharged. The completion of the objectives set out in EU tenders is strictly checked. In this region, tenderers have lost a total of about 297 million HUF after the irregularity procedures over the last 3 years.
“In most cases, irregularity procedures are initiated because of some deficiencies in the public procurement procedures but it’s also a common mistake that the tenderers fail to realize their communication plans according to the original design or an undeclared technical change happens in the project.” – András Fodor managing director of ÉARFÜ Nonprofit Kft. explains.
The irregularities are discovered during site inspections and from the so called progress reports. If an irregularity procedure starts against an EU project winner, the tenderer is not paid the full sum of the EU aid. In 2008, the amount of the deductions was 6 million HUF in this region, in 2009, it increased to 30 million HUF and in 2010, the amount reached 120 million HUF. This year, a total of 63 million HUF has been deducted so far.
