The man appealed to the Constitutional Court, but he did not receive substantial help. According to the experts, there is an increasing need for precise regulation of the use of scooters. According to a constitutional lawyer from Pécs, it was expected that the Constitutional Court would not intervene in this case. Previously, the Curia had already made a decision that the Constitutional Court could not be another forum, after the already exhausted appeals, where a final decision could be changed.

“It would be an additional legal remedy, with which a convicted person, after exhausting all legal remedies, tries to dispute this legally binding issue regarding his criminal liability”

– István Gál, a teacher at the University of Pécs Faculty of Law, said. According to the lawyer, driving an electric scooter while intoxicated is punishable by law. Despite this, almost everyone is waiting for the rules that make the rules for e-scooters clear. László Nagy, a lawyer and traffic specialist, told Híradón:

“The problem is that, practically, this question can be traced back to the fact that even after many years, the legislators have not fixed these basic terms, that they have not fixed in the cress where the electric motor belongs”.

Driving instructors also draw students’ attention to the fact that they can expect scooter riders to appear unexpectedly at almost any time, anywhere. “The experience is that they go right and left, zigzag left and right on the roads, and don’t know the rules of the road. This is very dangerous because there is no helmet around them to protect them, just like with a motorcyclist, in fact, many of them don’t even wear crash helmets,” explained Milán Jovánovics, a specialist instructor at ATI Pécs.

According to transport experts, the best solution would be to place these devices in a category similar to utility motorcycles.
