ESN Debrecen offers some information to newcomers.
😷 As you know, the rules of entry to Hungary are changing again from 1 September 2020 and you must be aware of all the requirements in order to enter Hungary and start your studies at the University of Debrecen.
🔴 You shall submit online a written entry request to the Hungarian Police. The entry request can be submitted in English or in Hungarian electronically only.

🔴 On this page choose “COVID-02 2020.07.15, v3.0” (On the first page of the form in order to fill in the “Point of entry” field correctly please start type “Liszt Ferenc” or “Debrecen” so that you will be able to pick the correct airport and terminal.)
🔴 The University of Debrecen provides a certificate to all incoming students which confirms that the student will start the education at the University. Please print out the document and fill out the second part by hand (place of quarantine in Debrecen, list of transit countries etc) and sign it.
‼️ Please attach this certificate as an annex to the police entry request and make sure you have this document at hand in case the police requires it at the border.
🔴 You will be obliged to undergo a medical examination at the border to check for signs of Covid-19 infection. Those individuals suspected of infection are not allowed to enter the country. If there is no suspicion of infection, you will be required to stay in quarantine for 14 days.
‼️ Please note that as of 1 September NO SARS-CoV-2 tests results brought from abroad is accepted. All students will be quarantined for 14 days.
🔴 After your arrival please fill out the Covid Form (you can only reach it from a Hungarian internet network).
🔴 This is absolutely necessary for you to get registered at the Bureau of Public Health and register for PCR tests. Please make sure all data you provide there is VALID. You can be exempted from quarantine if within 5 days you have 2 PCR tests (between the 2 tests there shall be minimum of 48 hours difference) done.
In case both results are negative you can be exempted from quarantine after the second negative result. The Bureau of Public Health will send you a decree that exempt you from quarantine.
‼️ Please note that you should stay in quarantine until the decree arrives to your email address. In case a student already had COVID-19 infection within 6 month prior to arrival to Hungary and he/she can provide supporting medical documents, he/she can be exempted from quarantine.
‼️ IMPORTANT ‼️
🔴 You are not allowed to stay in UD Dormitories during your quarantine. You have to find accommodation in Debrecen for yourself. The cost of one PCR test is 30.500 HUF which must be paid by you.
