White powder and a threat letter force evacuation of Miskolc court building

On 25 November 2025, the Debrecen District Court held a preparatory hearing in the case of the defendant who has been indicted by the prosecution for the felony of making a public threat of danger severely disturbing public peace, as well as for other crimes.

During the preparatory hearing, the prosecutor presented the indictment. The prosecution made a conditional sentencing proposal—3 years’ imprisonment—should the defendant make a confession and waive his right to trial.

At the preparatory hearing, the defendant did not testify; however, he declared bias against the judge and the Debrecen Regional Investigative Prosecutor’s Office and requested their exclusion from the case.

According to the essence of the indictment, the defendant was found guilty by the Miskolc Tribunal in a judgment delivered on 15 May 2023 of the attempted felony of murder committed with premeditation, for a base motive or purpose, with particular cruelty, and against multiple victims; of two counts of attempted felony vandalism causing significant damage; and of attempted felony vandalism causing major damage. For these crimes, he was sentenced to an aggregate punishment of 8 years’ imprisonment and 8 years’ disqualification from public affairs. In a decision delivered on 4 December 2023, the Debrecen Court of Appeal, acting as the second-instance court, altered the substantive decision of the tribunal, adjusted the legal classification of the crimes attributed to the defendant, and reduced the term of imprisonment to 7 years, otherwise upholding the tribunal’s judgment.

From the penitentiary institution where he was detained, the defendant sent handwritten submissions by post to the judge of the Miskolc Tribunal who had acted in his criminal case at first instance, after the pronouncement of the judgment and the closing of the hearing. On 18 July 2024, the defendant mailed an envelope from the penitentiary, addressed to the tribunal judge acting in his case. The envelope arrived at the Miskolc Tribunal around 9 a.m. on 19 July 2024. Inside the envelope, the defendant placed a letter he had written together with an unknown quantity of a white powder-like substance of unknown composition. After the envelope was opened, part of this substance came into contact with the hand of a judicial employee working in the tribunal’s registry office. The same judicial employee then removed from the envelope the letter written by the defendant, which contained a threatening message, signed by the man at the end.

The defendant sent the submission and the envelope containing the white powder to the first-instance judge in his case with the intention of instilling fear that an event threatening the judge’s life, physical integrity, or health would occur. As a result of the defendant’s actions, three individuals working in the registry office of the Miskolc Tribunal at that time, as well as an additional thirteen court employees, were placed in isolation. The competent authorities arrived at the scene, and the building housing the Miskolc Tribunal and the Miskolc District Court was sealed off and evacuated, during which 107 people had to be rescued. Because of the evacuation, a fast-track administrative offence procedure was interrupted and could not be continued. During the proceedings, it was established that the unknown substance in the letter was powdered sugar. The defendant’s act severely disturbed public peace due to the sealing, evacuation of the court building, and the interruption of the administrative offence procedure, the indictment states.
